A police training expert says former Milwaukee officer Dominique Heaggan Brown followed standards when he killed Sylville Smith last August. Robert Willis was the only defense witness Monday, with closing arguments and jury deliberations expected today (Tuesday) to determine whether Heaggan Brown committed reckless homicide in a shooting that triggered two nights of violence in Milwaukee’s Sherman Park neighborhood. Using video from the officer’s body camera, Willis broke down a 12 second foot chase in which Heaggan Brown confronted Smith, chased him, and shot him twice — and the training expert said it showed that Smith’s actions created a threat to the officer and justified his use of force. In cross examination, District Attorney John Chisholm raised questions on whether Heaggan Brown met requirements for concluding a threat.
