Bail is set at $1000 recognizance bond for a 26- year -old Manitowoc man who admitted last night (monday night) to police that he had used heroin.   Justin J. Kraemer is charged with felony bail jumping as using drugs went against his bail conditions on a separate open felony case. A possession of drug paraphernalia charge was dropped. MPD was called to a residence in the 700 block of South 25th Street around 8 pm on a report of an unconscious man potentially suffering from a drug overdose. Upon arrival they spotted Kraemer lying on the garage floor not breathing. His mother stated that she got into an argument with her son earlier in the evening. A woman knocked on her door stating that she needed to call police then left with a man and another woman. An officer administered Narcan to Kraemer and once he regained consciousness EMS crews transported him to Holy Family Memorial. Conditions of bail are that Kraemer report daily to MPD by 3 pm—maintain absolute sobriety from drugs and alcohol and possess no drug paraphernalia. His initial appearance is set for July 17th at 2:30.
