A 20 year old Manitowoc man is free on a $5000 recognizance bond in connection to a traffic stop conducted by police early this morning. Emahd D Brown-Payne is charged with possession of marijuana, possession of drug paraphernalia, possession of a schedule two narcotic, possession of a prescription drug and carrying a concealed weapon. Shortly after midnight, a police officer activated emergency lights after noticing a vehicle traveling west-bound on Waldo Boulevard at a high rate of speed. Brown-Payne came to a stop a short time later and upon approach, the officer noticed a moderate odor of intoxicants coming from his breath. Additional officers responded with a subsequent search of Brown-Payne’s vehicle and discovered several items including a small baggie of methamphetamine – a glass smoking device commonly used to smoke meth – a digital scale with remnants of marijuana on it – two pills in a backpack identified as oxycodone/acetaminophen – and a set of brass knuckles. He was transported to Holy Family Memorial for a blood draw then transported to the county jail. Conditions of bail include that Brown-Payne not possess any controlled substances or weapons, have no contact with any drug dealers or users, and maintain absolute sobriety. His initial appearance is scheduled for October 23rd at 2:30 pm.
