Most body camera footage from Wisconsin law enforcement officers would never be made public in a bill that’s up for a committee endorsement this (Tuesday) afternoon. The Assembly Criminal Justice panel will vote on a measure from Kewaskum Republican Jesse Kremer to exempt all body camera video from the state’s Open Records Law except for deaths, injuries, arrests, and searches. And even then, footage taken in places where privacy is expected would not be released unless witnesses, crime victims, and property owners allow it. At a public hearing earlier this month, police showed up to advocate uniform policies throughout the state on releasing body camera video. But open records advocates say the officers’ video in cases of public interest would be much less likely to be publicized.
