The new Foxconn technology plant in Racine County moves another step forward. The County Board voted 18-0 Tuesday night for a development agreement that commits up to 764-million county and local tax dollars — mostly for land, street, and utility arrangements for Foxconn’s L-C-D screen plant in Mount Pleasant that could create 13-thousand jobs. The local deal is on top of the three-billion dollars of state tax incentives approved earlier. Among other things, the Foxconn site will be taxed with a value of one-point-four-billion dollars by the start of 2023 regardless of its actual value — and officials say it will guarantee that the Taiwanese company pay off the infrastructure that will be put in. The Mount Pleasant Village has okayed the package, and a joint local review board will take up a portion of it in the coming days.
