An Eau Claire County judge decided a man who killed his wife and teenage daughter will remain under supervision. Cher Cha Moua had petitioned the court for release, pointing out he had gone six years with violating his commitment order. The Altoona man had been on supervised release after spending 11 years in a mental institution. He was found not guilty of the 1998 double-murder due to insanity. Eau Claire County Judge Jon Thiesen said Moua doesn’t come across as stable. Thiesen pointed out Moua blames the murders on stress, yet admits he currently feels overwhelmed.
