Earlier this week, Robert Horsch was arrested in Sheboygan County after his children fell out of his vehicle while he negotiated a roundabout. The 40 year old is now facing two charges of felony child neglect and is also facing another felony charge of knowingly driving a vehicle with a revoked license. It should be noted that while he was originally charged with OWI, Horsch did not actually display any signs of being intoxicated. When asked how the children fell out, Horsch said he was unaware that the van’s back door could open from the inside, and that he hadn’t seen any interior lights come on or heard warning bells indicating the door had opened.
