A former officer with the Milwaukee Police Department alleges conditions inside the county jail are inhumane. Dominique Heaggan-Brown is the officer who shot Sylville Smith to death two years ago, bringing on violent riots. Heaggan-Smith has filed a federal lawsuit against the Milwaukee County Sheriff’s Office. He says he was subjected to cruel and unusual punishment and denied due process while he was behind bars. He’s serving three years for sex crimes currently in an unrelated case. His lawsuit lists nearly 200 specific allegations of inhuman treatment while he was in the jail between October 2016 and February of this year.
