Randy L Rosten, 59, Sheboygan, OWI (5th) on 4/7/17, Guilty due to no contest plea, Sentence Withheld. Defendant is placed on probation to DOC for five (5) years. Conditions of probation: 1) Pay $1,500.00 fine plus costs and $20.00 blood draw fee, total of $2,978.00; 2) AODA assessment and follow through; 3) Maintain absolute sobriety; 4) No presence in bars, liquor stores or any premises whose primary purpose is the sale of alcohol; 5) pay supervision fees in an amount to be determined by DOC; 6) provide DNA sample; 7) spend nine (9) months in the county jail, under the Huber Law, commencing immediately; 8) Spend an additional three (3) months in the county jail, under the Huber Law, stayed and to be imposed at the agents discretion and upon order of the court; 9) Assessment, treatment, counseling as recommended by the Department’s assessment process, unless already completed and the agent does not find it necessary; 10) Maintain fulltime employment, schooling or combination. In addition, the Court orders a thirty-six (36) month DL revocation and period of Ignition Interlock. The Court approves transfer of the sentence to Sheboygan County; The Court also approves early release from probation, at the agent’s discretion, after the defendant completes at least three (3) years of his probation term. The defendant has credit for 4 days.

Defendant is placed on probation to DOC for eighteen (18) months. Alyssa M Jordan, 25, Manitowoc, escape civil arrest on 6/6/18, Guilty plea, Sentence is withheld. Defendant is placed on probation to DOC for one (1) year. Conditions of probation are: 1) Assessment/treatment/counseling as deemed appropriate by the Department’s assessment process; 2) Comply with counseling presently enrolled in; 3) Ninety (90) days jail, imposed and stayed, to be imposed upon the agent’s discretion; 4) Pay costs of action; 5) Pay supervision fees in an amount to be determined by DOC; 6) Submit DNA sample and pay surcharge. Defendant is entitled to 1-day credit if revoked.

Alcohol Assessment. Twelve (12) month license revocation. Ignition interlock for period of revocation. Five (5) days Manitowoc County Jail, Huber Law, commencing May 28 by 5 p.m. Defendant is ordered to submit a DNA sample.
April M Carstens, 39, Manitowoc, possess drug paraphernalia on 6/26/19, Guilty due to a no contest plea, $100.00 fine plus costs, total of $579.00 to be paid by 06-25-2019 or 12 days jail for failure to pay. The defendant is also ordered to submit to a DNA sample. If the defendant obtains her GED within a year and she complies with her payment plan the court would order expungement. The defendant is over the age for the Court to grant expungement at this time but he wishes to make a record that if there were to be any new legislation that allows expungement for people over the age and it is ordered to be retroactive he would find that the defendant would benefit and society would not be harmed by expungement in this matter.
Kaster Troy Waukau, 17, Two Rivers, Battery on 12/21/18, Guilty plea, sentenced to the Manitowoc County Jail for five (5) days, with credit for six (6) days already served. Defendant must submit DNA sample. $443.00 court costs imposed, to be paid by 06-30-19 or 9 days jail. Court finds that defendant will benefit and society will not be harmed by expungement of record pursuant to Section 973.015 of the Wisconsin Statutes upon successful completion of sentence and twenty-five (25) hours of community service work by 10-30-19.
