Since Mayor Justin Nickels’ Emergency Proclamation on March 17th, 2020, he has made additional executive orders:
– Maritime Metro Transit (MMT) suspended indefinitely. (MMT is still providing limited individual service to individuals with medical, nutritional, and employment needs. Contact MMT at (920) 686-3560 for more information on rides).
– Allowing of temporary signage in the city right-of-way downtown for restaurants to allow for curbside pickup. The signage is on the business owner to create and maintain.
– Temporarily amended the premises of a liquor/beer licensed establishment to include the sidewalk adjacent to them to allow for carryout sales of enclosed alcoholic beverages and food.
– Revolving Loan Fund (RLF) repayment program has been suspended for 90 days. Businesses must prove a financial hardship during this time to get this extension. The overall deadline for repayment will be pushed back 90 days. This is not a waiver of payment on their loans, simply an adjustment to their overall re-payment schedule.
– Extended the Request for Proposal (RFP) process for insurance brokers to April 15th, 2020.
– Suspended the Street Sweeping Parking Ban until May 4th, 2020.
– Moved District 8 polling place to Lincoln Park, Cabin 2. In-person elections are still scheduled for Tuesday, April 7th, 2020. Absentee voting has been extended and citizens are strongly encouraged to request an absentee ballot by visiting: myvote.wi.gov
– A moratorium on issuing new raze orders as of March 23rd, 2020. All previous orders will continue on track.
– The newest FMLA policies approved by Congress and signed by President Trump last week will be implemented in a policy. Those will be effective April 2nd, 2020.
– Allowing for ZOOM for all city meetings (public) to be held remotely. Effective March 23rd, 2020 to May 4th, 2020. Most public meetings will be postponed, unless needed. Elected officials are legally allowed to vote via ZOOM. Citizens can sign up at: zoom.us
– Public Parks Playgrounds are closed for public use. Parks will remain open for citizens to walk through, however, due to the fact that we cannot adequately clean playground equipment, those amenities are not allowed for public use. This is in effect until further notice.
Additionally, city leadership is preparing for the possibility of city facilities being closed longer than the original April 6th order. These facilities include:
– Manitowoc Senior Center
– Manitowoc Public Library
– The Rahr-West Art Museum
– Lincoln Park Zoo (Manitowoc)
– Manitowoc Municipal Court
– Evergreen Cemetery Main Office
– City parks restrooms
– City Hall (except City Clerk’s Office for early voting)
A decision on extended these closures will be made in the near future.
