The Sheboygan County Medical Examiner has ruled the death of Justin Hall, an inmate at The Manitowoc County Jail earlier this year, was caused by a fentanyl overdose. Detectives have determined that Hall obtained the fentanyl from another inmate in the County Jail and voluntarily used the drugs.
A Manitowoc County Correctional Officer was conducting routine rounds on the third floor of the jail just before 8:00 AM September 15th when the Officer noticed Hall unresponsive, lying in an awkward position on a mattress.
Correctional officers and paramedics from the Manitowoc Fire Department performed life-saving measures but to no avail, and Hall was pronounced dead.
Detectives are requesting charges to be filed against the inmate who delivered the fentanyl to Hall and the investigation has now been referred to the Manitowoc County DA’s Office.
