A report released Monday indicates children at the Lincoln Hills School are growing more frustrated.
At the same time, when monitor Teresa Abreau visited the facility last month she observed that staff members seemed “defeated.”
Children complained that excessive force is used, they are often confined to their rooms, racial comments are made, and there is too much downtime when they aren’t allowed to go outside.
Staff members told Abreau there are no consequences when children misbehave at the youth prison.
