The Green Bay Police Department has identified the man they believe is responsible for the deaths of two Brown County women.
Richard W. Sotka was detained in Arkansas after police named him the prime suspect in the killing of a 58-year-old Green Bay woman and a 53-year-old Bellevue woman, who have yet to be identified.
GPS data from an electronic monitoring bracelet he was ordered to wear placed Sotka at the scene of the crime in the 1600 block of Elkay Lane just after 2:30 Sunday morning.
He reportedly cut off the device at some point and threw it into a ditch on Highway 41 near De Pere.
A witness also told police that Sotka had threatened to kill his ex-girlfriend and that he had an open case involving the assault of his nephew.
Sotka is currently being held in an Arkansas jail as he awaits extradition.
