Bail is set at $3000 signature bond each for two Manitowoc men charged with Felony Child Neglect.
Officers responded to a city residence early Tuesday morning after receiving a 911 call from a child saying they heard screaming in their house.
They were greeted at the door by a man identified as 27-year-old Randall Roth, who lived there with his grandfather 56-year-old Ralph Roth.
Police were concerned that someone else may be in the residence so they asked for and received permission to enter.
It was stated in the officer’s report that there was an immediate strong mixture of urine, feces, smoke, and must emitting from the residence.
Old cans and bottles with liquid inside were strewn across the floor.
Police also describe a mixture of crayon and/or marker color streaks on the walls along with brown streaks on the walls and floors.
Several piles of dog feces were located in the living room along with several stuffed animals, blankets, and toys either covered in or next to feces piles.
Roth first blamed the children for not taking care of the two dogs but later admitted that he didn’t have a leash to walk them outside and didn’t want to chase them if they ran away.
Both men were taken into custody and the Department of Health Services was called to take the children who are now in the custody of a family relative.
The lone condition of bail is that both defendants are to have no contact with the children. Initial appearances are scheduled for April 24th.
