A man has been arrested on his 3rd OWI after he was found passed out in a vehicle in downtown Manitowoc.
Officers were sent to check on the man, whose vehicle was parked in the right turn lane on Franklin Street at the intersection with South 8th Street just before 1:45 p.m. Saturday.
When the officers arrived, they saw that the car was in drive and that the driver’s foot was on the brake.
The EMS personnel on the scene opened the door to the car and put the shifter into park before removing the keys and handing them over to the police.
Drug paraphernalia was located in the vehicle, and the man was said to be “staring off into space”.
He was loaded into an ambulance and taken to Aurora Medical Center.
After being cleared by the medical staff, the man was charged with OWI, his 3rd offense, and Possession of Fentanyl and Drug Paraphernalia.
