A bill that would create a tax-exempt sales account for those with a disability is heading to Governor Tony Evers’ desk.
The bill penned by State Senator Andre Jacque would create the Wisconsin Achieving a Better Life Experience or ABLE account and should make these accounts more accessible and widely adopted by Wisconsin families who need them.
Legislation for this was passed in 2016, but the ABLE program was never fully established.
The bill will require the Wisconsin Department of Financial Institutions to implement and administer qualified ABLE programs either directly or by entering into an agreement with another state or alliance of states.
It would also require the DFI to publicize information about ABLE accounts on its website, including information about each state that offers the accounts.
To be able to have an ABLE account, individuals must be classified with a disability before age 26 to have the account set up in their name.
It would cover expenses like education, housing, transportation, employment training, assistive technology, and other services.
