Two people connected to a missing child in Two Rivers have officially been charged.
Katrina Baur, the mother of Elijah Vue, and Jesse Vang were in Manitowoc County Court this afternoon, where their bails were set.
Baur was before Court Commissioner Patricia Koppa first, where the state requested a $15,000 cash bail with the conditions of no contact with anyone under 18, and no contact with the other suspect, which is Vang, on a charge of Child Neglect as Party to the Crime.
District Attorney Jackie LaBre noted in her statement that Baur lives in Wisconsin Dells and had sent Elijah to Two Rivers for “disciplinary purposes.”
LaBre also noted that Baur was not at the home when the alleged abuse occurred, thus the party to the crime tag.
It was not stated explicitly the extent of the abuse that was alleged to have occurred.
Koppa sided with the state, and set the bail at $15,000 cash with the conditions requested.
Koppa called the bail amount “substantial but appropriate.”
Vang appeared second, and his residence is 3918 Mishicot Road, which is where Elijah was last seen.
The state requested $20,000 cash bail with the conditions of no contact with Baur, and no one under the age of 18, and that he maintain absolute sobriety.
He is facing a charge Child Neglect without the party to the crime tag as he allegedly was there at the time of the abuse.
Vang has a lengthy rap sheet, which includes OWI, drug charges, and battery, and he is on a federal hold, which is similar to a probation hold in Wisconsin.
LaBre noted that Vang has family in several states surrounding Wisconsin and thus was a flee risk.
Koppa noted that because she set a precedent with Baur’s bail matching the state-requested amount, she was going to follow that precedent and approved a $20,000 cash bail with the conditions the state requested.
Both individuals will be in Manitowoc County Court on February 26th for their initial appearance.
