The Manitowoc Public School District has reached out to state legislators and the Wisconsin Department of Public Instruction, urging them to consider adding the Success for All Foundation to the recommended list of early literacy curriculum materials for the upcoming academic year of 2024-2025.

Superintendent Jim Feil made a compelling case for including the Success for All Foundation on the state’s endorsed list.
Following the enactment of Act 20, a comprehensive law introduced in July 2023 aimed at enhancing student reading proficiency, the state established an Early Literacy Curriculum Council responsible for evaluating and suggesting a roster of curricula aligned with methodologies, emphasizing aspects like phonics and phonemic awareness.
While Wisconsin school districts are not mandated to adopt curricula from this new list, those opting to do so may receive partial state reimbursement for implementing the recommended reading programs.
In a proactive move, the Manitowoc Public School District’s Board of Education has already embraced Success for All Foundation literacy curricula and the whole school reform model slated for integration across all eight district elementary and middle schools.
The initial results from this adoption are promising, with the first two quarterly assessments showing an impressive cumulative average growth of 10% in student reading proficiency at their respective grade levels.
Manitowoc students will soon be taking the annual state Forward Exams in reading/English Language Arts and mathematics.
The Manitowoc Public School District is optimistic that the Success for All Foundation will significantly improve its reading proficiency rates.
