A 43-year-old Manitowoc man has been charged with Lewd and Lascivious Behavior after dropping his pants to his ankles last week downtown.
An individual told police that Joshua Roepke exposed himself to them last Thursday morning near North 8th and York Streets.
Roepke had been walking with his pants around his ankles and proceeded to enter The Manitowoc Public Library.
He refused to speak to the officers, attempting to push past them. Roepke eventually sat down against a wall, where he was cuffed and booked into the County Jail.
He is free on $250 recognizance, with the lone condition of bail being that Roepke has “no contact” with The Manitowoc Public Library.
His initial appearance is scheduled for April 11th.
