A Manitowoc man has been arrested for child neglect.
The Manitowoc Police Department was dispatched to the area of South 18th and Hamilton Streets just before 10:30 p.m. Saturday (October 12th).
The caller reported an intoxicated man was running through the streets, pulling a crying child in a wagon behind him.
Witnesses stated the man was noticeably drunk and saw him fall over and presumably pass out in the grass while the child remained in the wagon in the street.
Arriving officers located the man, a 39-year-old from Manitowoc, and concluded the man was indeed heavily intoxicated.
They also advised family members of the Manitowoc man to take custody of the child.
He was questioned on his and his child’s welfare, and officers attempted to place him under arrest.
The 39-year-old resisted, and authorities used decentralization techniques to get him to cooperate.
After further resistance, he was finally placed under arrest and is facing charges of neglecting a child, disorderly conduct, and resisting an officer.
