Ascend Services has always prioritized full transparency with the individuals we serve, their guardians and families, our dedicated staff, board members, and the broader community. We are acutely aware of the Department of Labor’s (DOL) ongoing efforts to phase out the issuance of 14c certificates. This issue has been on our radar for some time, and we have actively engaged in discussions about the potential impact on our work programs.
Our commitment to providing a comprehensive array of services remains unwavering. Our Prevocational Services Program, which offers meaningful work opportunities to individuals with disabilities, is a key component of our offerings. The 14c certificate allows Community Rehabilitation Programs (CRPs) like ours to pay individuals with disabilities a commensurate wage based on a productivity scale. In some cases, this can result in earnings that exceed the minimum wage. The primary benefit of these jobs is not merely the paycheck, but the sense of belonging and peer interaction they foster in a safe environment.
In anticipation of potential changes, Ascend has proactively implemented various measures to ensure a wide range of services, including alternative work opportunities such as Mobile Work Crews and Community Employment Services.
A recent press release from Senator Glenn Grothman regarding his Continuing Opportunities for People with Disabilities to Excel Act contained VERY misleading statements suggesting that the DOL’s rule could potentially close Ascend Services, Inc. and similar providers. It is important to clarify that our Prevocational Program utilizing the 14c certificate is just one aspect of our diverse service offerings. We also provide a vibrant Day Services program, which includes our new Explore, Generations, and LINKED programs, as well as Youth Services.
Even if the DOL ruling on 14c were to take effect, Ascend Services will remain open and continue to be a vital resource for adults and children with disabilities in Manitowoc County for generations to come.
