The City of Manitowoc will work with Tycore Built LLC to develop the former mall property.
The Common Council approved a TID 24 Development agreement with the Green Bay company to build about 40 single-family homes, 168 apartments, and three commercial outlets for businesses by December 2031.
The investment would be about $70 million of work. Manitowoc will provide about $4.9 million in total incentives for the northside property.
According to the TID agreement, construction is scheduled to begin in May this year.
Manitowoc purchased the former mall property in April last year and officially owned it in May.
Demolition of the buildings has been happening over the summer and into this year.
The land will then need to be seeded before development can start.
