A Manitowoc woman is in custody facing two counts of Child Neglect. Police were informed by the Department of Health Services yesterday that they were on a welfare check of two children at a residence in the 1200 block of South 19th Street but were unable to make contact with the mother and could hear a child crying in the home.
The mother failed to show up for a scheduled appointment last week and rescheduled for yesterday. An Officer was unsuccessful in making contact and received permission from an MPD superior to enter the home as a Community Caretaker. Upon entrance, he described the living conditions as deplorable which included trash-clutter and several bugs flying in the kitchen and both children that were wearing full diapers with one child so hungry that they were picking up any small object on the floor and putting it in their mouth. The mother was uncooperative before eventually being taken into custody where she continued to make disparaging remarks to Correction Staff.
The two children were removed from the home and placed into protective care with the Department of Human Services. Their mother is scheduled to appear for a bail hearing this afternoon.
