Bail is set at $500 recognizance for a 29-year-old Manitowoc woman charged with two counts of child neglect.
The Department of Health Services paid a visit to the home of Ashley M. Salkowski in the 1200 block of South 12th Street Thursday for a welfare check on her two children after she missed a scheduled appointment last Friday.
After DHS failed to make contact with Salkowski a call was made to MPD. The responding officer knocked on her door with no response and heard a child crying. His superior gave permission to enter as a Community Caretaker. Upon entrance he described living conditions as deplorable which included trash clutter and several bugs flying around in the kitchen. Both children were wearing full diapers with one of them so hungry they picked up any small object off the kitchen floor to eat.
Salkowski was uncooperative before finally being taken into custody and continued making disparaging remarks to Correction Staff at the Jail. The children were taken into Protective Custody by the Department of Human Services.
The lone condition of bail is that Salkowski has no contact with her children unless allowed by DHS. Her initial appearance is scheduled for August 12th at 1:30 p.m.
