Next year’s budget was the topic of conversation last night in Two Rivers.
The Personnel and Finance Committee was in the Committee Room in City Hall at 6:00 p.m., where they continued to chip away at the 2023 financial plan.
We spoke with City Manager Greg Buckley about what the process of building a budget looks like.
“We sort of start the budget review by nibbling around the edges,” he explained. “We have been reviewing so far the capital projects funds, capital borrowing for street projects, large vehicles, that sort of thing.”
Buckley said they have also been looking over the special revenue funds, which include all of the TIF Districts and things of that nature.
That conversation is expected to be all wrapped up this week, after which they will start on the general fund.
“Which is about $10.5 million,” Buckley revealed. “We are still working on some things there, waiting on final numbers for health insurance.”
Another big part of this year’s budget is the inclusion of ARPA funding.
“Which we are devoting to reducing at least, the number of lead laterals out there in the system,” Buckley explained. “We are both using the City’s $1.3 million ARPA allotment, and the commitment Manitowoc County has made to match those funds.”
Buckley estimated that roughly 1,500 out of 5,100 water customers still have lead water service laterals, which equates to roughly 30%.
The City Manager explained that the replacement of those pipes will be correlated with road construction projects which he called the most efficient way of doing it.
