Barbara L. Roggow, 51, Manitowoc, possession of narcotic drugs 2nd and subsequent offense, possession of methamphetamine and bail jumping on 8/12/23, Guilty due to no contest plea, Sentence is withheld. Defendant is placed on probation to DOC for three (3) years. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process, including but not limited to AODA; 2) Maintain absolute sobriety; 3) Submit to random urine screens and pay for the same; 4) Seek and maintain fulltime employment, schooling or treatment; 5) Provide DNA sample; 6) Pay court costs; 7) Pay supervision fees in an amount to be determined by DOC. Issabella K. Moua, 18, Manitowoc, retail theft-intentional take as party to a crime (3-counts) on 10/09/22, Guilty due to a no contest plea, Sentence is withheld. Defendant is placed on probation to DOC for two (2) years. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) No contact with Walmart; 3) Maintain fulltime employment, schooling or combination to equal fulltime; 4) Pay the remainder of restitution in the amount of $365.25 to Walmart joint and several with the co-defendant Jylia Moua; 5) Spend thirty (30) days in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court; 6) Provide DNA sample; 7) Pay court costs; 8) Pay supervision fees in an amount to be determined by DOC. Court orders expungement of defendant’s record pursuant to Section 973.015 of the Wisconsin Statutes upon successful completion of sentence. The court would also permit early discharge if the agent requests it.
