Joseph Anthony Skidmore, 60, Manitowoc, OWI (4th) on 7/20/22, Guilty due to no contest plea, Sentence is withheld. Defendant is placed on probation to DOC for three (3) years. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) Maintain absolute sobriety; 3) No operation of a motor vehicle; 4) AODA and follow through; 5) Two (2) months in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court; 6) Five (5) months in the Manitowoc County Jail, under the Huber Law, commencing immediately; 7) Provide DNA sample; 8) Pay $1000 fine plus court costs; 9) Pay supervision fees in an amount to be determined by DOC. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) AODA and follow through; 3) Maintain absolute sobriety; 4) Submit to random urine screens and pay for the same; 5) Obtain High School Diploma or its equivalent; 6) Thirty (30) days in the Manitowoc County Jail, under the Huber Law, to be served up front, commencing forthwith; 7) Sixty (60) days in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court; 8) Provide DNA sample; 9) Pay court costs; 10) Pay supervision fees in an amount to be determined by DOC. The defendant has 34 days sentence credit if revoked. The court authorizes jail time and probation to be transferred to Brown County.

Travis J. Novak, 38, Manitowoc, disorderly conduct-domestic abuse on 4/30/23, Guilty due to no contest plea, Court orders a fine of $100 fine plus costs, total $679 to be paid by 10-08-2024 or additional penalties for failure to pay. Defendant is ordered to submit a DNA sample.
Jacob R. Barbano, 25, Manitowoc, bail jumping as a repeater, theft-movable property on 12/6/23, Guilty plea, Sentence is withheld. Defendant is placed on probation to DOC for two (2) years. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) Maintain absolute sobriety except for prescription medication taken as prescribed; 3) Submit to random urine screens and pay for the same; 4) No contact with C.G.; 5) Maintain fulltime employment, schooling, job search or combination; 6) Thirty (30) days in the Manitowoc County Jail, under the Huber Law, imposed and stayed to be imposed at the agent’s discretion and by further order of the court (count 1); 7) Provide DNA sample; 8) Pay court costs; 9) Pay supervision fees in an amount to be determined by DOC.
Maranda T. Simons, 18, Manitowoc, disorderly conduct on 12/09/22, Guilty due to no contest plea, Sentence is withheld. Defendant is placed on probation to DOC for one (1) year. Conditions of probation: 1) Assessment, treatment, counseling as deemed appropriate by the Department’s assessment process; 2) Maintain fulltime employment, schooling or combination; 3) Obtain GED or HSED; 4) Provide DNA sample; 5) Pay court costs; 6) Pay supervision fees in an amount to be determined by DOC. The court finds that the defendant would benefit and society would not be harmed by expungement in this matter. Court orders expungement of defendant’s record pursuant to Section 973.015 of the Wisconsin Statutes upon successful completion of sentence. Proof of GED or HSED must be submitted with the Petition for Expungement.
