A Manitowoc woman was taken into police custody earlier this week after an investigation revealed she had been abusing a child.
The initial report of abuse came in on December 16th, and police began interviewing the five children that lived with the 52-year-old woman identified at Kimberly A. Howell
The children reported that one child was singled out, and was being forced to do the chores alone, and was put on a “rice diet”.
Other instances reported that the woman would tell the other children to beat up on the unnamed victim, and forced her to perform physical tasks as a punishment.
When interviewed, Howell admitted to forcing the child to do push-ups as a punishment but denied the other instances of abuse.
Kimberly A. Howell is charged with Physical Abuse of a Child and Three counts of causing mental harm to a child. Howell denied all the accusations except punishing her by making the girl do push-ups. Bail was set at a $25,000 recognizance bond. Conditions of bail are that Howell has “no contact” with the victim or anyone under the age of 18 unless otherwise permitted by Human Services.
