A 20 year old Manitowoc man was released on a $5000 recognizance bond after being arrested for a traffic stop early yesterday morning. Emahd (EE-mod) Brown-Payne was pulled over just after midnight on Waldo Blvd. The officer noticed the smell of intoxicants on his breath, which prompted a search of the vehicle. The search uncovered a small baggie of Methamphetamine, Oxycodone, drug paraphernalia, and brass knuckles. Brown-Payne must have no contact with any drug dealers or users, cannot possess any controlled substances or weapons, and must maintain absolute sobriety.
